Position description
The Mayo Clinic Clinical Governance Manager (MCGC) position offers a matrixed reporting structure consisting of a solid line to the Senior Director of Global Consulting as well as a dotted line to the Mayo Clinic Healthcare Operations Director. This individual works closely with administration and quality leaders across the Mayo Clinic enterprise. The Clinical Governance Manager is a staff level local site role directed toward clinical quality, process improvement and healthcare consulting. This individual provides expertise, guidance, facilitates and works cooperatively with physicians/clinicians, clients, administration, nursing, allied health, and support staff involved with the identification, development, implementation, and assessment of clinical quality and process improvement programs in compliance with accreditation and regulatory requirements as well as client needs and purposes.

Provides leadership in the area of quality management including local and global accreditation and regulatory requirements related to publicly reported measures, performance improvement standards and the organizational Quality Assessment and Performance Improvement Program (QAPI). Coordinates the assessment and maintenance of continuous compliance with quality-related regulatory reporting requirements, including publicaly reported measures. Serves as the quality management subject matter contact person/liaison to the local site and within global consulting. Serves as a champion, and/or team member for process improvement projects as required, using process improvement and facilitation skills. Assists in the development and presentation of clinical performance measures for leadership committees (or the equivalent) and clients for the purpose of identifying patient care improvement opportunities, establishing action plans and for ensuring clinical improvements are obtained and sustained.

Specific Functions of the role include, but are not limited to the following:
  • Serve as liaison between MCH, Mayo Clinic Quality and Affordability & MCGC to ensure strategic alignment, obtain consultative support when needed and stay current with best practices:
  • Coordinate assessments of compliance with MCH QAPI Plan with MCH Practice and Operations leaders
  • Provide oversight of incident management process and reporting
  • Develop and monitor action plans in response to adverse events (Root Cause Analysis), including escalation of extraordinary events
  • Review and reporting of complaint management systems and trends
  • Lead the quality measurement design methodology, data collection and display, analysis and interpretation
  • Assist with the communication of quality measurement data to improve the clinical practice
  • Develop, review and create action plans for quality specific KPI’s related to the various practices, clients and engage in process improvement
  • Report Patient Experience results and develop action plans to address gaps
  • Lead, educate and guide staff and clients on internal quality academy materials and programs
  • Collaborate with International Quality personnel to provide Quarter Quality reporting to International Clinical Practice Committee (ICPC) as well as international clients
  • Provide chart review, and quality analysis for provider annual reviews
  • Serves as an organizational contact person/liaison with accrediting/regulatory agencies
  • Proactive measurement and monitoring to identify potential risk early (Risk Registry owner)
  • Membership/committee representative for all things quality (health and Safety, med management, device management etc…)
  • Culture of safety assessment reviewer and follow-on champion
  • Support for infection prevention and control activity and health and safety
  • Other duties as assigned by the leadership team

A Bachelor's degree in a healthcare related field required with a strong preference of previous clinical experience. Five years experience in healthcare required with two years experience in quality measurement and reporting. Demonstrated knowledge of healthcare regulations such as CQC, Joint Commission International (JCI), Joint Commission (JCAHO), OHSA and other regulatory agencies related to quality measure reporting, data systems and electronic medical records required.

Additional qualifications
Master's degree preferred. Experience is preferred in the following areas:
  • Application of analytic principles, process measurement, clinical data management systems, clinical data collection methodology, process change, continuous improvement, electronic systems analysis, and project management.
  • Working knowledge and experience with regulatory requirements and prevalent healthcare databases related to quality improvement and patient safety is preferred.
  • Problem identification, analysis and resolution of system, operational, end user, and patient issues.
  • Strong verbal and written communication skills. Thorough techniques for testing and adherence to policies and procedures for implementation of new systems or changes to existing systems.
  • Above average organizational, analytical, interpersonal, communication and teaching skills.
  • Ability to function effectively in a self-directed manner. Ability to form and sustain effective working relationships with Physicians, Medical Staff, Leadership, Administration personnel, Colleagues and other staff.

License or certification
Certified Professional in Healthcare Quality preferred.
